Act 1154, and what a Q3 placeholder cannot prove
The Bank of Ghana virtual-assets page, read on October 7, 2026, describes Act 1154 as the legal foundation for registering and licensing virtual-asset service providers. Use it as the framework. A Q3 item that is still a placeholder is not evidence the registration platform is implemented, and the page was not a list with RedotPay on it. RedotPay's Ghana approval is unknown. Notice No. BG/GOV/SEC/2018/02 of 22 January 2018 is the older statement that digital-currency activity was not licensed under the payments law then in force. It was not re-opened on 7 October 2026. Keep it as that older notice.
What the payments report passages cover
Selected passages of the Bank of Ghana Payment Systems Annual Report 2025, read on October 7, 2026, discuss domestic interoperable payments and remittances into local wallets and bank accounts. Those passages are the scope used here. They describe cedis moving on regulated local rails. They do not show a RedotPay deposit, an international card checkout, or a card that receives a foreign invoice. This page does not restate a full-year mobile-money total from the report.
A MoMo send, a local receipt, and a foreign merchant
Treat three payments as different tasks. MTN's help article on sending money to another MTN MoMo user is a phone-and-PIN flow inside that wallet. The article is an older help page, not a 2026 product launch, and it was read as that current help URL on October 7, 2026. It does not integrate RedotPay, it does not clear an international checkout, and it does not let a foreign client pay your invoice onto a card. A remittance into a local wallet or bank account is the job described in the selected Bank of Ghana passages. A foreign merchant charge is a card task.
The RedotPay card cannot send funds through a transfer or digital-wallet platform. The fiat-transfer article names bKash, Revolut, Skrill, URPAY, and Wise. That is the card's limit. Merchant acceptance still depends on the billing country and the merchant's rules, and the card cannot buy crypto. This page does not name a shop that will take the card or a shop that will block it. Use your own card and your own documents.
Fees, without mixing them into MoMo
MoMo's own send flow is not priced on the RedotPay fee table. The table, read on October 7, 2026, shows virtual issuance at 10 USD and physical issuance at 100 USD. The article shows an update of 24 July 2026 and effectiveness from 1 December 2025. Default-currency transactions are waived. Non-default currency is 1.20%. The 1.00% transaction fee is the cryptocurrency conversion fee. USD-card ATM use is 2% up to 10,000 USD in the month and 3% above that. HKD-card ATM is 2%. The first five small authorisations on a card each month are free, then 0.20 USD at 1 USD or less. The first three declines are free, then 0.50 USD. Account maintenance is waived. A free deposit line on the HKD and USD BIN rows does not set the cost of obtaining crypto. An ATM percentage does not guarantee the local cash you receive. A currency percentage does not guarantee the rate you are given. Standard mail is waived. DHL Express is calculated for the address and is not proof of delivery in Ghana.
SAVE2 is the virtual-card checkout code and DZ100 is the physical-card checkout code. The amounts 10 USD to 8 USD and 100 USD to 80 USD were recorded on 16 September 2026. A later checkout on 26 September 2026 showed the discount still displayed. On 7 October 2026 the site operator confirmed the codes still applied, without a new price. As of 7 October 2026 the operator reports more than 5,000 uses of SAVE2 and 1,000 uses of DZ100. That is the operator's dated report of uses. It is not a count of users, not a count of people in Ghana, and not conversions from this site. A separate sign-up reward of 5 USD, for an eligible new user, lasts 30 days from receipt and cannot pay the issuance fee. Referral code 6xyg8 is another 5 USD reward and goes only in Referral code (Optional). Further conditions on that code are unknown. The app decides eligibility and the final price.
Can't log in or account locked?
Use Forgot password on the login screen, verify with your registered email or phone, and set a new password. For 24 hours after a reset, withdrawals, internal transfers, and currency conversion are paused, but card purchases continue. Five consecutive incorrect passwords trigger a 24-hour lock while the card stays active for spending. That login wording is the 24 August 2026 Help Center reading and was not re-opened on October 7, 2026.
Frequently asked questions
Is RedotPay licensed under Ghana's Act 1154?
Unknown. As of October 7, 2026, Ghana is not named on RedotPay's unsupported-country, card-issuance, or card-delivery pages. The Bank of Ghana virtual-assets page presents Act 1154 as the VASP framework. A Q3 placeholder is not proof the registration platform is already implemented, and it is not an approval of RedotPay.
Does MTN MoMo fund or replace a RedotPay card?
The MTN article read on 7 October 2026 explains a same-wallet send to another MTN MoMo user with a phone and PIN. It is an older help page. It does not show a RedotPay top-up, an international checkout, or a way to receive a client invoice on a card.
What did the Bank of Ghana payments report confirm?
Selected passages on domestic interoperable payments and remittances into local wallets and bank accounts were read on 7 October 2026. Those passages are about domestic rails. They are not a RedotPay balance, not a foreign card charge, and not a full-year mobile-money total.
Can a Ghana freelancer collect an overseas invoice on this card?
Collect the invoice on an account that can receive it. A RedotPay card, if the app issues one, is for merchant spend under the billing-country and merchant rules. The card cannot send funds through the named transfer and wallet platforms, and it cannot buy crypto.
Which amount is the October card price?
The fee table read on 7 October 2026 still shows 10 USD virtual and 100 USD physical issuance. The 8 USD and 80 USD figures were recorded on 16 September 2026 for SAVE2 and DZ100. A later checkout on 26 September 2026 showed the discount still displayed. The site operator confirmed on 7 October 2026 that the codes still applied, without a new price. The app is the final price.
What if I can't log in to my RedotPay account?
Tap Forgot password on the login screen, verify with your registered email or phone, and set a new password. For 24 hours after a reset, withdrawals, internal transfers, and currency conversion are paused as a standard security measure, but your card keeps working for purchases.
Why is my RedotPay account locked?
Five consecutive incorrect password attempts trigger an automatic 24-hour lock. Your card stays active for spending during that time; wait it out, or use Forgot password to verify and reset once you can pass verification.
