Two CBK documents, two different jobs
The 18 November 2025 public notice records that the Virtual Assets Service Providers Act, 2025 was in force and that licensing would start only after regulations. As of that notice, CBK and the Capital Markets Authority had not licensed any VASP under the Act. That reading is the one made on 17 September 2026. It was not re-opened on 7 October 2026, so it is not a licence roster for 2026, and it does not say whether RedotPay is licensed today. RedotPay's Kenyan approval is unknown.
The March 2026 public notice asks for comments on the Draft Virtual Asset Service Providers Regulations, 2026, with comments due by 10 April 2026. A draft out for consultation is not the operative rule, and the notice does not assure a licence for any current provider. Banking Circular No. 14 of 2015 is an older bank caution about virtual currencies. It was not re-read on 7 October 2026. Use it as that older document.
A shilling receipt, a bank Visa, and a merchant charge
Keep the three tasks apart. This is a way to choose a payment rail, not a count of payments this site observed. Safaricom's FY26 earnings booklet of 7 May 2026 is the public source on file for M-PESA. This page does not restate that booklet's customer or volume figures. The booklet was not re-read on 7 October 2026. A client who must pay you in shillings needs M-PESA or a bank account that can receive the transfer.
KCB's Sahl debit page, read on October 7, 2026, describes a Visa card with 3-D Secure for someone who already has a current or transactional KCB account and completes the bank's KYC. Foreign-currency use follows the bank's conditions. A low point-of-sale promotion on a bank page is not zero FX cost, and it is not a RedotPay result. Ask KCB what international e-commerce and FX look like on your account before you compare it with any other card. The bank's rate is not a guaranteed amount of shillings.
The RedotPay card cannot send funds through a transfer or digital-wallet platform. The fiat-transfer article names bKash, Revolut, Skrill, URPAY, and Wise. That card limit is not a statement that every other RedotPay transfer feature is absent, and it does not make the card an M-PESA receiving account. A card charge is a merchant payment, and it still depends on the billing country and the merchant's rules. The card cannot buy crypto. This page does not name a shop that will accept or reject the card.
Fees and the separate rewards
The fee table read on October 7, 2026 shows virtual issuance at 10 USD and physical issuance at 100 USD, with a displayed update of 24 July 2026 and a table effective 1 December 2025. Default-currency transactions are waived. Non-default currency is 1.20%. The 1.00% transaction fee is the cryptocurrency conversion fee. USD-card ATM withdrawals are 2% up to 10,000 USD in the month and 3% above that. HKD-card ATM is 2%. KCB's foreign-currency conditions are not these ATM bands. Small authorisations are free for the first five on a card each month, then 0.20 USD at 1 USD or less. Declines are free for the first three, then 0.50 USD. Account maintenance is waived. Deposit fees show as free on the HKD and USD BIN rows. A free deposit line does not set the cost of obtaining crypto. An ATM percentage does not guarantee the local cash you receive. A currency percentage does not guarantee the rate you are given. Standard mail is waived. DHL Express is priced at checkout for the address. A waived postage line is not proof a card will be delivered in Kenya.
SAVE2 is the virtual-card checkout code and DZ100 is the physical-card checkout code. The amounts 10 USD to 8 USD and 100 USD to 80 USD were recorded on 16 September 2026. A later checkout on 26 September 2026 showed the discount still displayed. On 7 October 2026 the site operator confirmed both codes still applied, without a new price. As of 7 October 2026 the operator reports more than 5,000 uses of SAVE2 and 1,000 uses of DZ100. That is the operator's dated report of uses. It is not a count of users, not a count of people in Kenya, and not conversions from this site. A separate sign-up reward of 5 USD, for an eligible new user, lasts 30 days from receipt and cannot pay issuance. Referral code 6xyg8 is another 5 USD reward and goes only in Referral code (Optional). Further conditions on that code are unknown. The app sets the final price.
Can't log in or account locked?
Use Forgot password on the login screen, verify with your registered email or phone, and set a new password. For 24 hours after a reset, withdrawals, internal transfers, and currency conversion are paused, but card purchases continue. Five consecutive incorrect passwords trigger a 24-hour lock while the card stays active for spending. That login wording is the 24 August 2026 Help Center reading and was not re-opened on October 7, 2026. This site cannot reset the account for you.
Frequently asked questions
Is RedotPay licensed by the Central Bank of Kenya?
Unknown. As of October 7, 2026, Kenya is not named on RedotPay's unsupported-country, card-issuance, or card-delivery pages, and that absence is not a CBK licence or an issued card. The 18 November 2025 notice said no VASP licence had been issued under the Act as of that date. It is not a 2026 licence roster. The March 2026 draft-regulations notice is a consultation, not a final rule.
Does KCB Sahl replace a RedotPay card?
KCB Sahl is a bank Visa with 3-D Secure for a customer who already has a current or transactional account and passes KCB KYC. Foreign-currency conditions stay with the bank. A point-of-sale promotion is not zero FX cost and not a guaranteed shilling amount. It says nothing about whether the RedotPay app will issue you a card.
Where should a client payment in shillings land?
On M-PESA or a bank account that can receive it. Safaricom's 7 May 2026 earnings booklet is the public M-PESA source on file. This page does not restate its customer or volume figures. A RedotPay card does not receive that payment.
Can the RedotPay card send shillings to M-PESA?
The card fiat-transfer article says the card cannot send funds through a transfer or digital-wallet platform and names bKash, Revolut, Skrill, URPAY, and Wise. M-PESA remains a separate domestic wallet. An invoice should be collected on an account built to receive it.
What if I can't log in to my RedotPay account?
Tap Forgot password on the login screen, verify with your registered email or phone, and set a new password. For 24 hours after a reset, withdrawals, internal transfers, and currency conversion are paused as a standard security measure, but your card keeps working for purchases.
Why is my RedotPay account locked?
Five consecutive incorrect password attempts trigger an automatic 24-hour lock. Your card stays active for spending during that time; wait it out, or use Forgot password to verify and reset once you can pass verification.
