Senegal status table

Senegal status rechecked October 7, 2026 against the official unsupported-country, card-issuance, and card-delivery pages. Not named means the name was absent from that list in this reading.

The May conference and the October notice do different work

BCEAO's write-up of the 8 May 2026 international conference in Dakar is a regulatory discussion of crypto-asset risks and of work on a regional framework. It is not a retail licence, and it does not name RedotPay as authorised. RedotPay's approval or licence in Senegal is unknown.

Avis n°0019, dated 2 October 2026, was read from the official BCEAO page and its attached text. It covers person-to-person electronic-money transfers inside the country and inside UEMOA, including on PI-SPI. The notice as a whole takes effect on 2 November 2026. The same pricing for national transfers and intra-UEMOA transfers takes effect on 1 June 2027. On 7 October 2026 neither date has arrived, so wallets are not already running this notice. This page does not call any transfer free under it, and it does not say every fee in the notice is waived. The notice is about electronic-money transfers between people. It does not integrate RedotPay with PI-SPI, it is not a card product, and it is not a crypto rule. Numeric fee grids stay on the official page.

Djamo's Visa page is marketing with a limit

Djamo's Senegal Visa page markets a local virtual card and a physical card, including online payments with 3-D Secure. Treat that as the company's description of its own cards. It does not promise every merchant, and it does not say every fee is free. Open the plan you are actually offered and check the currency. Djamo is not RedotPay: a local Visa does not tell you whether the RedotPay app will verify you or issue a card.

A person, a local Visa, and a foreign merchant

Keep three payments apart. This is a way to choose a rail, not a payment this site ran. A person-to-person CFA transfer is the electronic-money task in Avis n°0019, and that notice is not in force on 7 October 2026. When it takes effect, it still does not turn a domestic wallet into an international card, and it does not integrate RedotPay with PI-SPI. Djamo's Visa is the local card the company markets, with the limits above. A foreign merchant charge is a different task: a RedotPay card, only if the app issues one to you. Acceptance depends on the billing country and the merchant's rules. The card cannot buy crypto, and it cannot send funds through a transfer or digital-wallet platform. The fiat-transfer article names bKash, Revolut, Skrill, URPAY, and Wise. Collect a client invoice on an account that can receive it. Use your own documents and your own card.

Card fees, kept off the future e-money notice

Avis n°0019's future electronic-money pricing is not the RedotPay card table, and it is not a statement that every fee is free. The table, read on October 7, 2026, shows virtual issuance at 10 USD and physical issuance at 100 USD, a displayed update of 24 July 2026, and effectiveness from 1 December 2025. Default-currency transactions are waived. Non-default currency is 1.20%. The 1.00% transaction fee is the cryptocurrency conversion fee. USD-card ATM withdrawals are 2% up to 10,000 USD in the month and 3% above that. HKD-card ATM is 2%. The first five small authorisations on a card each month are free, then 0.20 USD at 1 USD or less. The first three declines are free, then 0.50 USD. Account maintenance is waived. A free deposit line on the HKD and USD BIN rows does not set the cost of obtaining crypto. An ATM percentage does not guarantee the local cash you receive. A currency percentage does not guarantee the rate you are given. Standard mail is waived. DHL Express varies by country at checkout and is not a delivery promise for Senegal.

SAVE2 is the virtual-card checkout code and DZ100 is the physical-card checkout code. The amounts 10 USD to 8 USD and 100 USD to 80 USD were recorded on 16 September 2026. A later checkout on 26 September 2026 showed the discount still displayed. On 7 October 2026 the site operator confirmed both codes still applied, without a new price. As of 7 October 2026 the operator reports more than 5,000 uses of SAVE2 and 1,000 uses of DZ100. That is the operator's dated report of uses. It is not a count of users, not a count of people in Senegal, and not conversions from this site. A separate sign-up reward of 5 USD, for an eligible new user, lasts 30 days from receipt and cannot pay issuance. Referral code 6xyg8 is another 5 USD reward and belongs only in Referral code (Optional). Further conditions are unknown. The app decides the price.

Can't log in or account locked?

Use Forgot password on the login screen, verify with your registered email or phone, and set a new password. For 24 hours after a reset, withdrawals, internal transfers, and currency conversion are paused, but card purchases continue. Five consecutive incorrect passwords trigger a 24-hour lock while the card stays active for spending. That login wording is the 24 August 2026 Help Center reading and was not re-opened on October 7, 2026.

Frequently asked questions

Is RedotPay licensed by the BCEAO for Senegal?

Unknown. As of October 7, 2026, Senegal is not named on RedotPay's unsupported-country, card-issuance, or card-delivery pages. The 8 May 2026 Dakar conference discusses a regional framework. It is not a retail licence. List absence is not an approved KYC or an issued card.

Is BCEAO Avis 0019 already in force?

No. The official page for Avis n°0019 of 2 October 2026 sets 2 November 2026 for the notice as a whole and 1 June 2027 for the same national and intra-UEMOA pricing. On 7 October 2026 both dates are in the future. The notice covers person-to-person electronic money, including on PI-SPI. It does not integrate RedotPay with PI-SPI, and it does not say every fee is free.

Does Djamo's Visa work at every merchant for free?

Djamo markets a local virtual and physical Visa, including online 3-D Secure. That marketing is not acceptance at every merchant, and it is not a statement that every fee is free. Check the plan and currency you are offered.

Can a domestic wallet receive my invoice and also be my RedotPay card?

A person-to-person CFA transfer is electronic money. Avis 0019, when it takes effect, is about those transfers, not about this card, and it does not integrate RedotPay with PI-SPI. Collect an invoice on an account that can receive it. A RedotPay card is a spend tool only if the app issues it, and the card cannot send funds through the named transfer platforms.

What if I can't log in to my RedotPay account?

Tap Forgot password on the login screen, verify with your registered email or phone, and set a new password. For 24 hours after a reset, withdrawals, internal transfers, and currency conversion are paused as a standard security measure, but your card keeps working for purchases.

Why is my RedotPay account locked?

Five consecutive incorrect password attempts trigger an automatic 24-hour lock. Your card stays active for spending during that time; wait it out, or use Forgot password to verify and reset once you can pass verification.
