Avis n° 0019 is a future rule, and Ghana sits outside it
Senegal and Côte d'Ivoire are both in UEMOA. Cameroon is in CEMAC, the separate Central African CFA zone. Ghana uses the cedi and is outside both. BCEAO Avis n° 0019 of 2 October 2026, read on 7 October 2026 with its two-page attachment, covers person-to-person electronic-money transactions inside a country and within UEMOA, including PI-SPI interoperability. The notice as a whole takes effect on 2 November 2026. The same-price arrangement for domestic and cross-UEMOA transfers takes effect on 1 June 2027. On 7 October 2026 both dates were still in the future.
The notice does not show that every institution is already connected, that RedotPay is integrated, that wallet transfers are free, or that a crypto card is approved. It is an electronic-money rule, separate from a cross-border card purchase. RedotPay does not publish a direct MoMo, Orange Money, or Wave deposit rail in the pages used for this comparison.

The 10 September 2026 secondary note described Wave as the most-used wallet in Senegal. That note was not reconfirmed on 7 October 2026.
Are Senegal and Cameroon in the same currency zone?
No. Senegal and Cote d'Ivoire are both in UEMOA, the West African CFA zone. Cameroon is in CEMAC, the separate Central African CFA zone. The two CFA francs are not interchangeable. Ghana uses the cedi and is outside both zones.
Why is Ghana different from the other three?
Ghana uses the cedi and sits outside the CFA zones. Avis n° 0019's 2 November 2026 effective date and 1 June 2027 pricing date apply to UEMOA electronic-money transfers. They are not a Ghana rule, and on 7 October 2026 they had not taken effect.
