Is RedotPay legal in Cameroon?

Keep Douala WhatsApp myths from rewriting COBAC:

  • RedotPay country lists: Cameroon is unnamed on all three official restriction articles as of 17 September 2026. Card-issuance-listed countries lose both virtual and physical cards; Cameroon is not among them in this review.
  • COBAC / BEAC primary text: The Communiqué de presse from COBAC's extraordinary session of 6 May 2022 (PDF on beac.int) — chaired by then Governor Abbas Mahamat Tolli — says the Commission examined crypto-asset risks to CEMAC banking stability and recalled the prohibitions summarised at the top of this page, plus a decision to create identification and reporting for crypto-linked operations. BEAC's Rapport sur les services de paiement dans la CEMAC — 2024 later cites that act as COBAC D-2022/071 and states that supervised institutions and their payment technical partners may not subscribe to or hold cryptocurrencies for own or third-party account, with the ban covering crypto-linked operations. The communiqué addresses assujettis (supervised firms), not every private natural person by name. This guide has not verified a Cameroon-only retail crypto-exchange licence statute.

Missing from RedotPay's HTML lists does not erase COBAC decisions or Cameroonian tax law. Not legal advice — read BEAC/COBAC originals or hire local counsel before funding crypto products.

Cameroon's payment environment: CEMAC's mobile-money capital, thin card layer, GIMAC corridors

BEAC's 2024 payment-services report (French original) paints Cameroon as CEMAC's clearing hub for wallet money denominated in Central African CFA francs (XAF). The country alone delivered 65.10% of CEMAC mobile-money volume (2.55 billion operations) and 56.95% of related value. Country rows show 30,992,177 Cameroonian mobile-money accounts, 2,729,859,397 operations, and roughly CFA F 26,773 billion in value for 2024. Region-wide, instant e-money transfers were 94.34% of all payment operations (3.74 billion txs) while bank cards were a mere 2.93% (114.98 million). Eco Finances (28 April 2026) republished the CEMAC headline stack — including CFA F 182,962 billion of total payment-instrument value — as a secondary mirror after Agence Ecofin could not be reached on this review date.

Card infrastructure exists but stays secondary to wallets. CEMAC counted 2,908,228 payment cards in circulation in 2024 (+7.33%), split across Visa, GIMAC, Mastercard, UnionPay, and private labels, with Cameroon hosting about 1,418,009 active cards and tens of millions of ATM/POS events. ATM cash demand remains stubborn — BEAC explicitly notes that cash is not disappearing despite digitalisation programmes. That is the opposite profile from Qatar's card-heavy mix and also different from Senegal's WAEMU volume-lead story: Cameroon dominates a six-country CEMAC pool rather than an eight-country WAEMU pool.

Cross-border wallet plumbing via GIMAC moved more than 11.21 million mobile-money transactions worth over CFA F 419.21 billion in 2024 (+25.95% in number, +6.61% in value). The Cameroon–Gabon lane alone was 56.13% of intra-CEMAC cross-border mobile-money operations and 48.52% of their value. Those are XAF wallet hops inside Central Africa — not USD card acquiring for SaaS merchants.

Hence the Cameroonian pain point for freelancers and importers in Douala or Yaoundé: MTN MoMo and Orange Money already clear school fees, airtime, and market stalls; foreign cloud invoices and some travel sites still want an international card. COBAC's 2022 perimeter means supervised banks and payment partners are told not to warehouse or settle crypto for clients — funding a crypto card through those institutions is structurally awkward even when RedotPay's own lists look open. RedotPay publishes no MTN MoMo or Orange Money Cameroon deposit rail on the Help Center pages reviewed here, so any MoMo-to-RedotPay bridge sits outside documented product features.

What that means for a RedotPay user in Cameroon

CEMAC-specific consequences:

  • Help Center geography still shows Cameroon as open on 17 September 2026 — trust the in-app Card screen before paying.
  • MoMo/Orange volumes measured by BEAC dwarf anything a crypto card will do for local XAF life.
  • Reach for a network card mainly when a foreign acquirer rejects CEMAC wallets; remember cards are only ~3% of CEMAC operations.
  • COBAC's May 2022 communiqué is the compliance wall for banks/PSPs — this guide cannot bless a funding path through them.
  • Delivery list: clear in this review; shipping form: still decisive.

Start, fees, and login (short)

  • Register / KYC: registration walkthrough and KYC help; Cameroon document types appear inside the app.
  • Fees / codes: SAVE2 → about $8 virtual; DZ100 → about $80 physical; codes only at card checkout (promo hub).
  • Login / lock: reset blocks withdrawals/transfers/FX conversion 24h; five bad passwords lock login 24h while the card still spends. See Sources for Help Center links.

Frequently asked questions

Is RedotPay legal in Cameroon?

Two answers. RedotPay does not restrict Cameroon on its unsupported-country, card-issuance, or card-delivery lists as rechecked on 17 September 2026. COBAC's 6 May 2022 press release (French original) reiterates prohibitions on supervised institutions holding, exchanging, or settling crypto-linked transactions. This is not legal advice.

Can I use RedotPay in Cameroon?

On RedotPay's published lists, yes for most users as of 17 September 2026 — Cameroon is not named on the three restriction pages. Eligibility is still decided per account in the app.

Does RedotPay work with MTN MoMo or Orange Money in Cameroon?

RedotPay does not publish a direct Cameroonian mobile-money integration on the Help Center pages reviewed for this guide. BEAC's 2024 payment report puts Cameroon at 65.10% of CEMAC mobile-money volume; treat any crypto-to-MoMo path as outside what this page can verify from RedotPay's docs.

Does RedotPay work in Cameroon for online shopping?

When the app issues a card, the intended use case is merchants that accept the card network — often international online checkout that CEMAC mobile money alone does not cover. Declines can still happen; check the card-payment-declined guide.

What if I can't log in to my RedotPay account?

From Cameroon, open Forgot password on the login screen, verify with the registered email or phone, then choose a new password. Withdrawals, internal transfers, and currency conversion stay paused for 24 hours after the reset, but the card can still pay merchants.

Why is my RedotPay account locked?

Cameroon accounts lock for 24 hours after five consecutive wrong passwords. Spending on the card continues; wait for the lock to expire or finish Forgot password when verification succeeds.
