What this means in practice
- No virtual card. The card-issuance list covers both card types, not just physical ones.
- No physical card, and Morocco is separately on the delivery-restriction list too.
- No Moroccan billing address, per the same list.
- The account side is not blocked by the unsupported-country list — Morocco does not appear there.
Do not try to route around this with a billing address in another country or borrowed documents. Address and identity checks are exactly what these rules exist to enforce.
Is RedotPay legal in Morocco?

So the blocker Moroccan users actually hit is not the legal question people expect. It is that the card cannot be issued.

What changed, and when
Until 16 September 2026 this page said Morocco was not on the card-issuance restriction list and recommended a virtual card. That was wrong. On 16 September 2026 all three official lists were fetched and read directly, and Morocco is clearly named on the card-issuance list. The error is recorded here rather than quietly edited, because anyone who followed the earlier advice may have tried to pay an issuance fee for a card that could not be issued.
