What Maroc Pay and local wallets are for
MarocPay's Le Label page describes Maroc Pay as the mobile-payment label for interoperable M-wallets (merchant payment, money transfer, ATM withdrawal) and states that all M-wallet issuers are supervised by Bank Al-Maghrib. Everyday MAD payments often run through bank and payment-institution wallets. Naming individual wallet brands without a Bank Al-Maghrib register entry opened in this review is kept light — descriptive context only, not a ranking.
2017 FX / virtual-currency position
Two questions, two answers:
- Does RedotPay restrict Morocco? Yes for cards. On 17 September 2026 Morocco is on the Card Issuance Restrictions list (no virtual card, no physical card, no Moroccan billing address for listed residents) and on Card Delivery Restrictions. Morocco is not on the Unsupported Countries/Regions list in this review.
- What have Moroccan authorities published about virtual currencies? The Office des Changes communiqué dated 20 November 2017 (full text read via a copy hosted by a Moroccan law firm because the Bank Al-Maghrib and AMMC pages could not be opened) states that transactions carried out via virtual currencies constitute an infringement of Morocco's foreign-exchange regulations, punishable by the sanctions and fines in force. Draft law 42-25 was published for consultation in 2025 but is not cited here as enacted law.

The international-card gap, and why RedotPay does not fill it in Morocco
Local wallets solve domestic MAD payments well. They do not automatically solve overseas subscriptions, SaaS, ads, or foreign e-commerce checkouts that expect an international card network. That gap is real.
RedotPay is not currently a way to close it for Moroccan residents. What not to assume
- Do not assume a RedotPay card tops up Moroccan wallets—or the reverse.
- Do not assume Apple Pay / Google Pay acceptance equals RedotPay acceptance at every merchant.
- Do not pay for a physical card expecting delivery to Morocco while Morocco remains on the delivery restriction list.
- Do not invent billing addresses or region settings to force acceptance.
A practical split for Moroccan users
Keep Maroc Pay–linked wallets for everyday MAD payments. For international card spend, RedotPay is not an option for Moroccan residents while Morocco remains on the card-issuance restriction list — compare products that do issue to Morocco, and recheck the official list before acting.

Can RedotPay replace Maroc Pay in Morocco?
No. Maroc Pay and local wallets serve domestic MAD payments. RedotPay is a different, crypto-funded international card product — and as of 17 September 2026 it cannot issue cards to Moroccan residents at all.
Why do I need an international card if I already have a Moroccan wallet?
Local wallets cover MAD life well. Overseas subscriptions and foreign online checkouts often still expect an international card network—that is a different job. RedotPay still cannot issue to Moroccan residents while the issuance list includes Morocco.
Is RedotPay available in Morocco?
As of 17 September 2026, Morocco is named on RedotPay's official Card Issuance Restrictions list, whose text states that listed residents are ineligible for both virtual and physical cards and cannot register those locations as billing addresses.
