Is RedotPay legal in Zambia?

BoZ materials and RedotPay Help Center pages must not be mashed into one sentence:

  • RedotPay list check (17 September 2026): Zambia is absent from unsupported countries, card issuance, and card delivery. That is why the app usually lets a Zambian resident complete KYC and see Card. It is not a BoZ endorsement.
  • BoZ FAQ posture: the Bank answers that cryptocurrencies are not legal tender; section 30 of the BoZ Act reserves note-and-coin issuance to the Bank; BoZ has issued no cryptocurrency; and the Bank does not oversee, supervise, or regulate the cryptocurrency landscape — so buying, trading, or using crypto is at the owner's risk.
  • 2018 caution (via FIC quote): a Zambia Financial Intelligence Centre typologies paper reproduces BoZ's 12 October 2018 press statement with the same not-legal-tender / owner's-risk / limited-recourse warnings about ML/TF, fraud, and hacking.
  • 2026 registration track: Zambanker's March 2026 reprint of the public notice requires every person providing virtual/crypto asset services in Zambia to register by 27 March 2026 (resident or not); registration builds a database and is not a licence; from 30 March 2026 BoZ-regulated entities must not facilitate flows to or from unregistered VASPs.

Missing from RedotPay's lists does not erase those BoZ texts or your tax duties. This page is not legal advice.

Zambia's payment environment: mobile money as the default retail rail

Zambia's retail payment story in BoZ's own annual report is mobile-money-first. The Bank of Zambia Annual Report 2025 Payment Systems chapter states that mobile money, PoS, and EFT continued to record positive growth in 2025, and that mobile money transactions recorded the highest growth in both value and volume — 83.4 percent and 65.5 percent respectively — remaining the dominant digital financial service. EFT value and volume grew 12.0 percent and 6.7 percent; PoS value growth slowed to 6.0 percent from 30.2 percent in 2024 even as PoS volume rose, which BoZ attributes largely to greater merchant adoption of mobile-money channels. ATM and cheque usage continued to decline; BoZ notes a decision to phase out cheques by 26 June 2026. Net international remittances through money transfer operators reached K7.1 billion in 2025 (from K6.2 billion in 2024), still driven mainly by mobile-money partnerships.

For absolute 2024 levels — useful because the 2025 report emphasises growth rates — The Business Telegraph compiling BoZ payment statistics reports mobile money at about K486.3 billion in value (+8% year-on-year) and about 2.9 billion transactions (+33%), with PoS at about K185 billion (+30%) and EFTs at about K160.76 billion (+12%), and total retail payment value about K899 billion. Those are BoZ-sourced levels reported by the press, not a RedotPay claim.

On large-value rails, BoZ reports that ZIPSS volume rose 28.5 percent in 2025 while ZIPSS value fell 11.3 percent, influenced by money-market liquidity described elsewhere in the same annual report. ZIPSS availability improved slightly to 97.9 percent from 97.4 percent but still missed the 99.9 percent threshold after power and system incidents. That RTGS story is about kwacha wholesale settlement — not about a crypto card.

Foreign card checkout is the leftover problem. A Lusaka user can pay a market stall with MoMo in seconds and still be declined on a USD SaaS invoice that wants a network card. BoZ does not publish an overseas e-commerce decline series this guide can quote. RedotPay's Help Center pages reviewed here also do not document MTN MoMo, Airtel Money, or Zamtel Kwacha top-ups into a RedotPay balance. The March 2026 VASP registration drive is aimed at providers operating toward Zambia — it is not marketing copy for any foreign card product.

What that means for a RedotPay user in Zambia

Stack the MoMo growth rates against the BoZ crypto FAQs:

  • Agent cash-in, merchant MoMo, and kwacha P2P belong on BoZ-supervised e-money issuers — RedotPay's Help Center does not document a ZMW wallet product.
  • When Card is available in the app, the Zambia-shaped job is international network checkout that MoMo cannot settle; lists omit Zambia as of 17 September 2026, but only the app authorises paying SAVE2/DZ100.
  • BoZ still labels crypto activity as owner's risk, and the March 2026 notice changes how regulated banks may touch unregistered VASPs from 30 March 2026 — expect funding friction to move as that database fills.
  • Remittance corridors that already ride mobile-money partnerships (BoZ's K7.1 billion net figure) are not a RedotPay feature claim.
  • Physical delivery is off the blocked-shipment list here; the shipping form in-app remains controlling.

Start, fees, and login (short)

  • Open an account: use how to register, then finish the ID flow shown under KYC help.
  • Promo at card pay: SAVE2 aims a virtual card near $8; DZ100 aims a physical card near $80 — never in the referral field (promo codes).
  • Can't sign in: Forgot password pauses withdrawals, internal transfers, and currency conversion for 24 hours; five consecutive wrong passwords lock login for 24 hours while the card can still spend.

Frequently asked questions

Is RedotPay legal in Zambia?

Split it. Help Center lists omit Zambia as of 17 September 2026. BoZ FAQs say crypto is not legal tender and activity is at owner's risk; Zambanker's March 2026 reprint of the public notice adds a VASP registration deadline of 27 March 2026 that is explicitly not a licence. Not legal advice.

Can I use RedotPay with a Zambian ID?

On RedotPay's three published restriction pages Zambia is unnamed in the 17 September 2026 check, so most accounts can register and open a card once KYC passes. The app decision for your profile still wins.

Will RedotPay fund from Airtel Money or MTN MoMo Zambia?

No Help Center page reviewed here documents that rail. BoZ's 2025 annual report is where the 83.4% value / 65.5% volume mobile-money growth figures come from — domestic context only.

Can RedotPay pay foreign subscriptions from Zambia?

If the app issues a network card, that is the intended path for merchants that will not take MoMo. Local declines and merchant risk rules can still block a charge.

What if I can't log in to my RedotPay account?

Tap Forgot password on the login screen, verify with your registered email or phone, and set a new password. For 24 hours after a reset, withdrawals, internal transfers, and currency conversion are paused as a standard security measure, but your card keeps working for purchases.

Why is my RedotPay account locked?

Five consecutive incorrect password attempts trigger an automatic 24-hour lock. Your card stays active for spending during that time; wait it out, or use Forgot password to verify and reset once you can pass verification.
