Is RedotPay legal in Bolivia?

“The BCB allowed crypto” and “can I open RedotPay” are two different questions:

  • RedotPay list check. Re-reading the three Help Center restriction articles on 17 September 2026 found Bolivia unnamed. Card-issuance-restricted places get neither virtual nor physical cards; Bolivia is not among them.
  • What did BCB publish in June 2024? BCB's official CP35/2024 PDF (26 June 2024) states that Resolución de Directorio N°082/2024 of 25 June 2024 dejó sin efecto (left without effect) Resolución de Directorio N°144/2020 of 15 December 2020, thereby enabling channels and IEP for compra y venta de Activos Virtuales, in coordination with ASFI and UIF. The same comunicado emphasises that the only moneda de curso legal is the Boliviano under Ley N°901 of 28 November 1986; a virtual asset is not legal tender, is not cash, and nobody is obliged to accept it as payment — users assume the risks. The official RD 082/2024 PDF is hosted on BCB's sistema de pagos archive and was reachable for this review, but it is a scanned image file; the operative wording quoted here therefore follows the readable CP35 text that attributes those effects to RD 082/2024. This guide has not verified that RedotPay is an ASFI-supervised PSAV or Bolivian ETF under later decrees.

App availability never cancels BCB/ASFI duties or Bolivian tax and FX rules. Not legal advice — read CP35/2024 and RD 082/2024 (or hire Bolivian counsel) before you treat a foreign card as a local PSAV.

Bolivia's payment environment: interoperable QR and OETF, not foreign-card checkout

Bolivian retail money now moves heavily through electronic payment instruments. BCB's Boletín mensual del sistema de pagos — Diciembre 2025 reports that the low-value payment system processed about Bs1,398,245 million across roughly 1.806 billion operations through December 2025 — about +42% in value and +87% in volume versus 2024. Órdenes Electrónicas de Transferencias de Fondos (OETF) alone were about Bs1,107,127 million, of which roughly 77% were interbank client transfers cleared through the MLD/LIP and clearing houses. Mobile-wallet value rose about 162% (from Bs27,501 million to Bs71,980 million in the bulletin's comparison), while card-payment value fell about 41%. Average ticket size on OETF fell to about Bs1,068 (−31%), which the bulletin links to everyday low-value QR use under interoperable channels and IEP.

ASFI's note on QR payments adds the multi-year arc: between 2021 and 2024, QR operation value multiplied by about 48, from Bs3,195 million to Bs156,926 million; in January 2025 alone, QR payments reached about Bs19,939 million — roughly 27% of total OETF value that month. QR was consolidated as a payment instrument under BCB Resolución de Directorio N°137/2019 in that ASFI write-up.

Those BOB rails still do not solve merchant-side friction abroad: a foreign SaaS invoice, App Store charge, or hotel hold that rejects a Bolivian-issued card, struggles with dollar scarcity at the counter, or fails 3-D Secure. This guide has not verified a BCB-published overseas decline-rate series. RedotPay's Help Center pages reviewed here do not advertise Banco Unión, BNB, or interoperable QR funding. The practical split for an El Alto user is: QR + OETF + billetera móvil for daily boliviano life; a network card (when the app issues one) only for specific international online checkouts — never as proof that RD 082/2024 licensed RedotPay, and never as a claim that virtual assets became curso legal.

What that means for a RedotPay user in Bolivia

With ~1.8 billion low-value ops and ~Bs1.40 trillion printed for 2025 (BCB December bulletin), plus ASFI's QR ×48 arc, domestic boliviano spend already has rails. Do not route supermarket QR through a foreign card. Reach for RedotPay only when an offshore merchant will not accept your local card, and only after re-checking the three Help Center restriction lists. RD 082/2024 ended the old IEP prohibition — it did not create a RedotPay product licence. Ask for plastic only after the in-app ship screen confirms.

Start, fees, and login (short)

La Paz sequence: sign up, finish KYC, open Card. Place SAVE2 (~$8) or DZ100 (~$80) on the card-price screen only (codes). A reset parks withdrawals, transfers, and conversion for 24 hours; five wrong passwords park login for 24 hours while the card can still spend. Sources hold the Help Center URLs.

Frequently asked questions

Did Bolivia lift its crypto ban?

BCB CP35/2024 (26 June 2024) states that RD N°082/2024 of 25 June 2024 left RD N°144/2020 without effect and enabled IEP channels for virtual-asset buy/sell. The boliviano remains sole legal tender under Ley N°901 (28 November 1986). Not legal advice.

Is RedotPay legal in Bolivia?

Help Center lists omit Bolivia as of 17 September 2026. RD 082/2024 is a BCB payments-channel change — not a RedotPay licence. Not legal advice.

Can I use RedotPay in Bolivia?

Published restriction pages do not name Bolivia as of 17 September 2026. The app still decides per account.

Does RedotPay plug into Bolivia's QR or OETF rails?

No QR or OETF funding path appears on the Help Center pages reviewed here. BCB already counts roughly 1.8 billion low-value ops in 2025 without RedotPay.

What if I can't log in to my RedotPay account?

In Bolivia, use Forgot password on the login screen, verify with your registered email or phone, and create a new password. For the next 24 hours RedotPay pauses withdrawals, internal transfers, and currency conversion, while the card can still complete purchases.

Why is my RedotPay account locked?

Five consecutive incorrect passwords lock a Bolivia account for 24 hours. Card spending stays available; wait for the lock to end or complete Forgot password once verification works.
