Is RedotPay legal in Costa Rica?

“Crypto is legal in Costa Rica” and “can I open RedotPay” are two different questions:

  • RedotPay availability signal. The unsupported-country, issuance, and delivery Help Center pages, re-read 17 September 2026, do not list Costa Rica. Places on the issuance list lose both card types; Costa Rica is not listed there.
  • What have BCCR and the Asamblea published? Rodrigo Cubero Brealey's BCCR essay “Algunas consideraciones en torno a las monedas digitales y los criptoactivos” dated 6 August 2021 states that circulation and exchange of cryptoassets for lawful purposes are permitted because they have not been expressly prohibited; investment is framed under constitutional libertad principles unless a later law says otherwise; and cryptoassets are not dinero de curso legal — acceptance is not obligatory, and users assume the risk. The essay labels BCCR's approach tolerancia vigilante. Later, Consortium Legal and AG Legal summaries of Decreto Legislativo N.º 10961 (published 19 June 2026 in Alcance 78 / Gaceta 113) describe Art. 15 quater of Ley 7786: VASPs must meet AML/CFT/FPADM obligations and inscribirse ante SUGEF for risk-based prevention supervision; inscription is not an operating authorisation; the reform takes effect three months after publication (around mid-September 2026). The Imprenta Nacional Alcance PDF could not be opened on this review date, so those Ley 10961 clauses follow those law-firm attributions to that Gaceta issue — open the Imprenta PDF when it loads. This guide has not verified that RedotPay appears on any SUGEF VASP inscription list.

App availability never cancels SUGEF inscription duties or Costa Rican tax rules. Not legal advice — read Cubero (2021) and Ley 10961 via the Gaceta citations above (or hire Costa Rican counsel) before you treat a foreign card as a local VASP.

Costa Rica's payment environment: Sinpe Móvil already clears everyday colones

Costa Ricans already pay each other in colones through Sinpe, not through a foreign crypto brand. CRHoy, attributing Banco Central figures for January–October 2025, counts about 615 million Sinpe Móvil operations (+16.8% vs Jan–Oct 2024) worth more than ¢10.1 billones (+16.4%). Phone subscriptions tied to Sinpe Móvil climbed from roughly 4,186,102 (Oct 2024) to 4,474,758 (Oct 2025). Average tickets hovered near ¢16,500 in that article. nopasanada's BCCR-attributed full-year 2025 cut puts the service above 747 million moves and about ¢12.5 billones, with ~¢16,000 averages and ~4.6 million active subscriptions by 2 March 2026.

Bank debit, credit, and Sinpe peer pushes already cover rent, payroll splits, and pulpería tickets for banked residents. Friction that remains is outbound: overseas SaaS, App Store, or hotel holds that decline a Costa Rican-issued card or fail 3-D Secure. This guide has not verified a BCCR overseas decline-rate series.

Reviewed RedotPay Help Center pages advertise neither BAC/BCR ACH nor Sinpe Móvil top-ups. Read against Cubero's permitted-but-not-tender framing and Ley 10961's AML-inscription design, the usable split is: Sinpe + local plastic for CRC routines; a RedotPay card (if the app offers you one) only for specific foreign online checkouts — never as evidence of SUGEF VASP inscription, and never as a claim that Bitcoin became curso legal here.

What that means for a RedotPay user in Costa Rica

Sinpe Móvil's hundreds of millions of 2025 transfers (CRHoy / nopasanada → BCCR) already move colones across the Central Valley. Keep that rail for domestic life. Reach for RedotPay solely when an offshore merchant will not accept your local card, and only after re-checking the three Help Center restriction lists. Art. 15 quater is about local VASP AML inscription — it says nothing about whether a RedotPay physical card can be delivered to you. Request plastic only after English address fields clear.

Start, fees, and login (short)

Escazú sequence: open the account, finish KYC, purchase Card. Apply SAVE2 (~$8) or DZ100 (~$80) on the card-price step only (codes). Password resets hold withdrawals/transfers/conversion for a day; five wrong passwords hold login for a day while purchases continue. Sources list the Help Center URLs.

Frequently asked questions

Is crypto legal tender in Costa Rica?

No. Cubero's 6 August 2021 BCCR essay says cryptoassets are not dinero de curso legal. AG Legal's reading of Ley 10961 (published 19 June 2026) adds VASP AML inscription at SUGEF without making Bitcoin tender. Not legal advice.

Is RedotPay legal in Costa Rica?

As of 17 September 2026 Costa Rica is absent from RedotPay's three restriction articles. Ley 10961 / Art. 15 quater (via AG Legal's Gaceta citation) is local VASP AML inscription under SUGEF — not a RedotPay licence. Not legal advice.

Can Costa Ricans register for RedotPay?

The geo lists reviewed on 17 September 2026 do not name Costa Rica. Account-level KYC can still refuse an individual.

Does RedotPay top up through Sinpe Móvil?

Reviewed Help Center pages show no Sinpe funding path. CRHoy citing BCCR already counts ~615 million Sinpe Móvil transfers in Jan–Oct 2025 without RedotPay.

What if I can't log in to my RedotPay account?

From Costa Rica, tap Forgot password, verify with the registered email or phone, then set a new password. Withdrawals, internal transfers, and currency conversion stay paused for 24 hours; an issued card can still buy.

Why is my RedotPay account locked?

Five incorrect passwords freeze Costa Rica logins for 24 hours. Card spend may continue; wait out the window or finish Forgot password after verification works.
