Is RedotPay legal in El Salvador?
Bitcoin's status in El Salvador is often misdescribed in both directions, so read the consolidated statute:
- Does RedotPay restrict El Salvador? On 17 September 2026 all three of RedotPay's official Help Center restriction lists (unsupported countries, card issuance, card delivery) were checked, and El Salvador is on none of them. Residents of places on the card-issuance list cannot get either a virtual or a physical card; El Salvador is not one of them.
- What does Ley Bitcoin say now? The CSJ jurisprudencia consolidated PDF of Decreto N° 57 (Ley Bitcoin) shows Art. 1, as amended by footnote (1) Decreto Legislativo No. 199 of 29 January 2025, published in Diario Oficial No. 21, Tomo 446 of 30 January 2025: the law still regulates Bitcoin as curso legal with unlimited liberatory power, but with aceptación voluntaria by natural persons or fully private legal persons only. Art. 7 (as amended) likewise limits who may accept Bitcoin when it is offered as payment. Arts. 4, 8, and 9 are marked derogated under the same reform footnote (removing earlier tax-in-Bitcoin and certain state-convertibility mechanics from the operative text). Art. 11 still assigns Banco Central de Reserva and the Superintendencia del Sistema Financiero to issue norms within their competences. Separately, the Ley de Emisión de Activos Digitales (Decreto N.° 643; CSJ PDF, with Decreto Legislativo No. 781 of 27 June 2023 noted) and CNAD's English LEAD PDF regulate public offerings and digital-asset service providers — a securities-style issuance frame, not a RedotPay product licence. This guide has not verified that RedotPay holds a CNAD digital-asset service-provider registration.
Secondary headlines that say Bitcoin is “no longer legal tender” conflict with the consolidated official wording that still uses curso legal while making private acceptance voluntary — prefer the PDF over the slogan. Not legal advice — read Decreto 199 / the consolidated Ley Bitcoin and LEAD texts, or hire Salvadoran counsel, before you treat Bitcoin or a foreign card as a tax or banking solution.
El Salvador's payment environment: dollar remittances and Transfer365, not Chivo checkout
El Salvador already clears everyday value in US dollars (Ley de Integración Monetaria; Ley Bitcoin Art. 6 still uses the dollar as the accounting reference). The main source of foreign money for households is remittances: Swissinfo, publishing EFE figures attributed to Banco Central de Reserva, puts family remittances at about US$9,987.91 million for 2025, roughly 17.7% above 2024.
Inside the banking system, BCR's immediate-transfer rail is Transfer365. Infobae (15 June 2026), citing BCR's Informe de Labores 2025, reports Transfer365 processed 55,744,399 operations for about USD 42,890.15 million in 2025 — about 91.12% of the national immediate interbank-transfer market in that write-up — including weekend/holiday volume. The BCR estadisticas.bcr.gob.sv series pages could not be opened when this page was reviewed, so those annual totals follow Infobae's attribution to the Informe de Labores; open the BCR statistics portal in a browser for the raw series. Domestic debit/credit cards and cash still sit beside Transfer365 for corner-store life.
What those dollar rails still do not solve is merchant-side friction abroad: a site that declines certain Salvadoran-issued cards, demands another billing country, or fails 3-D Secure. This guide has not verified a BCR-published overseas decline-rate series. RedotPay's Help Center pages reviewed here do not advertise Transfer365, Chivo, or local bank ACH funding. The practical split for a San Salvador user is: remittances + Transfer365 + dollar cards for daily life; a network card (when the app issues one) only for specific international online checkout — never as proof that Decreto 199 restored mandatory merchant Bitcoin acceptance, and never as a CNAD registration for the user.
What that means for a RedotPay user in El Salvador
~US$10bn remittances (Swissinfo/EFE → BCR) plus Transfer365's ~USD 42.9bn / ~55.7mn 2025 ops (Infobae → BCR Informe) already clear dollar life in San Salvador. Treat RedotPay as an optional backup card for the overseas merchant that rejects a locally issued card — and only while Card remains visible after a fresh Help Center check. Keep the January 2025 timeline straight: consolidated Ley Bitcoin still says curso legal; private acceptance is voluntary; that is not a Chivo or CNAD product claim. Plastic ships only if English address fields pass.
Start, fees, and login (short)
Dollarized onboarding: create the account, clear identity, then purchase Card. Drop SAVE2 (~$8) or DZ100 (~$80) exclusively on the card checkout tile (codes). A password reset parks withdrawals, internal transfers, and conversion for a day; five consecutive wrong passwords park login for a day while spend continues. Sources collect the official Help Center links.
Frequently asked questions
Is Bitcoin still legal tender in El Salvador?
Consolidated Ley Bitcoin (CSJ PDF) still uses curso legal after Decreto Legislativo No. 199 (29 January 2025; Diario Oficial 30 January 2025), with voluntary private acceptance. Headlines saying Bitcoin is 'no longer legal tender' conflict with that official text. Not legal advice.
Is RedotPay legal in El Salvador?
As of 17 September 2026 El Salvador is not on RedotPay's three restriction articles. Decreto 199 / Ley Bitcoin and LEAD/CNAD are local statutes — they do not license RedotPay. Not legal advice.
Can I use RedotPay in El Salvador?
Geo restriction pages omit El Salvador in this 17 September 2026 review. The app remains the final gate.
Does RedotPay connect to Transfer365 or Chivo?
Reviewed Help Center pages show neither Transfer365 nor Chivo funding. Infobae's BCR Informe de Labores 2025 figures already place Transfer365 near USD 42.9bn / 55.7mn ops without RedotPay.
What if I can't log in to my RedotPay account?
From El Salvador, choose Forgot password, verify with the registered email or phone, then choose a new password. Withdrawals, internal transfers, and currency conversion stay paused for 24 hours; an issued card can still buy.
Why is my RedotPay account locked?
Five incorrect passwords freeze El Salvador logins for 24 hours. Card spend may continue; wait for the window to end or complete Forgot password after verification succeeds.
