Is RedotPay legal in Panama?

Panama neither has a finished crypto law nor has it banned crypto — answer two questions separately:

  • Does RedotPay restrict Panama? On 17 September 2026 all three of RedotPay's official Help Center restriction lists (unsupported countries, card issuance, card delivery) were checked, and Panama is on none of them. Residents of countries on the card-issuance list cannot get either a virtual or a physical card; Panama is not one of them.
  • What have SBP / SMV / the Assembly track published? SMV's Spanish note dated 13 July 2026 records a presentation of Opinión 4-2025 (“Criptoactivos en Panamá: alcances regulatorios, riesgos y desafíos”), explaining the Opinion's criteria and explicitly listing risks from absence of a fuller regulatory framework (fraud, laundering, legal uncertainty, user-protection gaps, regulatory arbitrage, reputational pressure versus international standards). SBP Acuerdo No. 1-2026 dated 16 January 2026 (“Prevención del uso indebido de los servicios bancarios y fiduciarios”) is an in-force banking/AML diligence instrument — not a retail crypto-card licence. Panamá Banking News (16 January 2026) and PTYcoin (11 June 2026) describe Anteproyecto 314 / Proyecto 487 (Ley Marco Integral Fintech) as presented and still pending committee debate — not law. LexLatin (14 May 2026) similarly states there is still no enacted VASP licensing regime. This guide could not retrieve Asamblea Nacional docket pages (asamblea.gob.pa could not be reached); treat bill numbers as secondary coverage pending a browser check of the Assembly site. This guide has not verified that any specific foreign crypto-card issuer holds a Panamanian VASP licence under an enacted statute.

RedotPay not listing Panama does not override SBP/SMV diligence or Panamanian tax duties. Not legal advice — re-open SMV/SBP texts (and the Assembly docket when it loads) or hire Panamanian counsel before you fund crypto from local bank accounts.

Panama's payment environment: dollar ACH life — Balboa at parity, foreign checkout still separate

Panama's distinctive monetary texture is dollar circulation with a Balboa unit at parity. The World Bank's official exchange-rate series for Panama (LCU per US$) documents that parity in the published statistical series; LexLatin's May 2026 Spanish interview likewise frames Panama as a dollarized economy while crypto licensing is still unfinished. Unlike Ecuador's BCE notices that police criptoactivos as unauthorised payment means, Panama's current public file emphasises securities-opinion criteria (SMV) and bank AML diligence (SBP) while a comprehensive Fintech statute remains unfinished.

Everyday payments therefore already clear in US dollars through bank transfers, debit/credit cards, and ACH-style rails inside the banking centre — without a local-currency FX mismatch against a USD network card. What those rails still do not solve is merchant-side friction abroad: a site that declines certain Panamanian-issued cards, demands a different billing country, or fails 3-D Secure. This guide has not verified an SBP-published overseas decline-rate series.

RedotPay publishes no Banco Nacional, Banistmo, or ACH funding integration on the Help Center pages reviewed here. SBP Acuerdo 1-2026 means local banks can apply tougher “know your customer / misuse prevention” controls regardless of how Assembly bill headlines read. The practical split for a Panama City user is: dollar bank rails for daily life; a network card (when the app issues one) only for specific international online checkout — not as proof that Proyecto 487 has become law, and not as an SMV registration for the user.

What that means for a RedotPay user in Panama

You already spend in dollars (Balboa at parity per the World Bank official-rate series). Leave ACH and local debit alone for canal-zone daily life. Use RedotPay only if Card still appears after the 17 September 2026 list posture holds for your account — for the foreign online checkout problem banks do not solve. Opinión 4-2025 and Acuerdo 1-2026 are live regulator materials; Anteproyecto 314 / Proyecto 487 were still drafts in mid-2026 coverage. Mail plastic only after the in-app ship screen says yes.

Start, fees, and login (short)

Panama flow in one line: create the account, pass identity checks with the IDs Panama shows you, then buy Card. Punch SAVE2 (~$8 virtual) or DZ100 (~$80 physical) on the card screen — never in the referral field (codes). Resetting the password freezes cash-out rails for 24 hours; five mistyped passwords freeze login for 24 hours without killing card spend. Sources below point to the official articles.

Frequently asked questions

Is RedotPay legal in Panama?

Two answers. RedotPay does not restrict Panama on its unsupported-country, card-issuance, or card-delivery lists as rechecked on 17 September 2026. SMV's 13 July 2026 note discusses Opinión 4-2025; SBP Acuerdo 1-2026 (16 January 2026) is in force for bank AML diligence; mid-2026 coverage still described the broad Fintech/VASP bill as a draft, not enacted law. This is not legal advice.

Can I use RedotPay in Panama?

On RedotPay's published lists, yes for most users as of 17 September 2026 — Panama is not named on the three restriction pages. Eligibility is still decided per account in the app.

Does Panama already have a crypto law that covers RedotPay?

Not as an enacted comprehensive VASP statute based on the sources reviewed here. SMV Opinión 4-2025 and SBP Acuerdo 1-2026 are live materials; Anteproyecto 314 / Proyecto 487 were still pending as drafts in January–June 2026 coverage. Asamblea docket pages could not be reached in this review.

Does RedotPay work in Panama for online shopping?

When the app issues a card, the intended use case is merchants that accept the card network — often international online checkout. Dollarization removes local FX mismatch but does not prevent merchant declines; check the card-payment-declined guide.

What if I can't log in to my RedotPay account?

In Panama, use Forgot password on the login screen, verify with your registered email or phone, and create a new password. For the next 24 hours RedotPay pauses withdrawals, internal transfers, and currency conversion, while the card can still complete purchases.

Why is my RedotPay account locked?

Five consecutive incorrect passwords lock a Panama account for 24 hours. Card spending stays available; wait for the lock to end or complete Forgot password once verification works.
