Uruguay status table

RedotPay's own lists for Uruguay, rechecked 17 September 2026. ✅ = not named on that RedotPay list. This table is not a BCU or SSF authorisation. Absence from a list is not a guarantee.

Is RedotPay legal in Uruguay?

Uruguay regulating crypto providers and RedotPay's own availability are two separate questions:

  • Does RedotPay restrict Uruguay? On 17 September 2026 all three of RedotPay's official Help Center restriction lists (unsupported countries, card issuance, card delivery) were checked, and Uruguay is on none of them. Residents of places on the card-issuance list cannot get either a virtual or a physical card; Uruguay is not one of them.
  • What have BCU / the statute published? The official Presidencia PDF of Ley N° 20.345 dated 19 September 2024 (“Se regulan los activos virtuales”) amends the BCU organic law so that proveedores de servicios sobre activos virtuales sit among supervised financial entities under the Superintendencia de Servicios Financieros. Ferrere's Spanish note of the same date explains the law also folds activos virtuales into the valores escriturales family (centralised vs decentralised registry) and requires PSAV authorisation from BCU. Bragard and Posadas/PPV, reading Circular N° 2507 dated 16 July 2026 (SSF resolución N° 2026-444 of 10 July 2026), describe prior SSF authorisation for habitual exchange, transfer, and custody services; existing operators may apply between 1 September 2026 and 31 March 2027, with a general adaptation deadline of 30 June 2027. PSAV authorisation does not, in those summaries, unlock banking intermediación financiera. The BCU website could not be reached when this page was reviewed, so Circular 2507 dates follow those law-firm write-ups — open the circular on bcu.gub.uy when it loads. This guide has not verified that any specific foreign crypto-card issuer holds a Uruguayan PSAV authorisation.

App availability never cancels BCU authorisation duties or Uruguayan tax rules. Not legal advice — read Ley 20.345 and Circular 2507 (or hire Uruguayan counsel) before you treat a foreign card as a local PSAV.

Uruguay's payment environment: SPI instant transfers already dwarf crypto checkout debates

Montevideo's daily money movement is not waiting for a crypto card. CPA Ferrere (8 April 2026), attributing the BCU Reporte del Sistema de Pagos Minorista for the second half of 2025 (published 27 March 2026 in that note), puts electronic instruments at about 80% of amounts under the IPET (electronic vs traditional means). Transfers led amounts (~82% for full-year 2025 in the same write-up), while cards (debit, credit, and electronic money) were about 70% of transaction counts. Instant 24×7 interbank transfers through the Sistema de Pagos Interbancarios (SPI) reached 34 million operations in H2 2025 — double the year-earlier semester and about 65% of SPI traffic — with average tickets falling to roughly $3,470 UYU and USD 207. Transfer operation counts rose about 24% year on year in that semester. Montevideo Portal's same-report coverage repeats the 80% electronic-share figure and notes debit-card operation volume up about 16% versus H2 2024.

That stack — peso debit, electronic money, and SPI instant credit — already clears rent, salaries, and domestic e-commerce for banked users. The leftover friction is outward: a US SaaS invoice, App Store charge, or European hotel hold that rejects a Uruguayan-issued card or fails 3-D Secure. This guide has not verified a BCU-published overseas decline-rate series.

RedotPay's Help Center pages reviewed here do not advertise BROU, Itaú, Santander, or SPI funding hooks. Pair that with Ley 20.345 / Circular 2507 (local PSAV licensing, not a foreign-card shortcut) and the practical split is: SPI and local cards for UYU life; a network card, if the app issues one, only for specific international online checkout — never as proof that RedotPay is an authorised Uruguayan PSAV.

What that means for a RedotPay user in Uruguay

You already have peso SPI rails moving tens of millions of instant ops per semester (CPA Ferrere → BCU H2 2025). Leave that plumbing alone. Open RedotPay only when a foreign merchant needs an international card and Card still appears after you re-check Help Center. Circular 2507's authorisation window is about local PSAV firms — not your personal Montevideo billing address. Ship plastic only when the in-app English address validator agrees.

Start, fees, and login (short)

Uruguay path: register → KYC → Card. Type SAVE2 (~$8) or DZ100 (~$80) only on the card screen (codes). Password reset freezes withdrawals/transfers/conversion for 24h; five wrong passwords freeze login for 24h while card spend continues. Official articles sit in Sources.

Frequently asked questions

Is RedotPay legal in Uruguay?

Help Center lists omit Uruguay as of 17 September 2026. Separately, Ley N° 20.345 (19 September 2024) and Circular N° 2507 (16 July 2026) regulate local PSAV under BCU/SSF — that is not a RedotPay licence. The BCU site could not be reached when Circular 2507 was cross-checked via law-firm notes. Not legal advice.

Can I use RedotPay in Uruguay?

Published restriction pages do not name Uruguay as of 17 September 2026. The app still decides per account.

Does RedotPay plug into Uruguay's SPI?

No SPI funding path appears on the Help Center pages reviewed here. CPA Ferrere citing BCU already counts ~34 million SPI instant transfers in H2 2025 without RedotPay.

Can Uruguayans pay foreign merchants with RedotPay?

If Card issues, it targets network merchants — often overseas checkouts SPI cannot pay. Declines still happen; see the card-payment-declined guide.

What if I can't log in to my RedotPay account?

In Uruguay, use Forgot password on the login screen, verify with your registered email or phone, and create a new password. For the next 24 hours RedotPay pauses withdrawals, internal transfers, and currency conversion, while the card can still complete purchases.

Why is my RedotPay account locked?

Five consecutive incorrect passwords lock a Uruguay account for 24 hours. Card spending stays available; wait for the lock to end or complete Forgot password once verification works.
