Why the virtual-card workaround does not apply here

There are two different official lists, and they do different things:

  • Card Delivery Restrictions blocks shipping a physical card. Where only this list applies, a virtual card genuinely is the workaround — that is the case for Egypt and Tunisia.
  • Card Issuance Restrictions blocks issuing a card at all, both types, and blocks the country as a billing address. India is on this one.

The earlier version of this page read the first list and missed the second. If you came here looking for "india virtual card", the honest answer is that there is no card to open right now.

What to do instead

  • Recheck the official list yourself before acting — it is linked in Sources below and it does change.
  • Do not use another country's billing address to get around it. The same list names billing-address registration explicitly, and a failed address or identity check can cost you the account.
