What this means in practice
- You cannot order a virtual card. The card-issuance list covers both card types, not just physical ones.
- You cannot order a physical card, and India is separately on the delivery-restriction list as well.
- You cannot register an Indian billing address, per the same list.
- The account side is not blocked by the unsupported-country list. India does not appear there, so app access, registration and KYC are not restricted by that particular list.
Do not try to work around this with a billing address in another country, a borrowed document, or a VPN. Address and identity checks are exactly what these lists exist to enforce, and a failed check can cost you the account.
Is RedotPay legal in India?

- Does Indian law prohibit RedotPay? That is not what the restriction lists describe. RedotPay publishes compliance-driven availability lists, not a statement of Indian law, and this page is not legal advice.
- Does RedotPay itself issue cards to Indian residents? Currently no — India is named on the Card Issuance Restrictions list. This is a company availability decision driven by sanctions and card-network rules, as stated at the top of that list.
So the honest answer to "is RedotPay legal in India" is that the blocker people actually hit is not a legal one — it is that the card cannot be issued to India at all right now.

If you are in India and wanted a RedotPay card, the realistic options are:

What changed, and when
Until 16 September 2026 this page said India was not on the card-issuance restriction list and recommended a virtual card. That was wrong. On 16 September 2026 all three official lists were fetched and read directly, and India is clearly named on the card-issuance list.
